I know that the FDD port was originally used for the primary HD, prior to the days of SATA. I have 2 SATA H/Ds, on one of which I will be installing Vista. Since my m/b only has one ide port plus the FDD, is it possible to connect my second DVD drive to the FDD.

No , FDD never and cant be used for HD , prior to sata days , most motherboard come with 2 ide port , nowdays almost all (if not all) new motherboard comes only with 1 ide port.
FYI 1 ide port can support up to 2 device (master and slave) so if you only have 1 device on the ide port , yes you can add another dvd drive.

Your single IDE port is capable of handling a master and a slave drive. Use it.
