Find proof of the abuse! If you can definatly prove that the step father is betting the children then you can get him arrested. Or call 911, it might be a false alarm, but I'm sure your friend would be thankful that you took an interest in her life.

Talk to your Mom about moving with her because of a totally toxic environment. Keep in mind that you are minors and your Father should have to pay child support until you are 18...this should help your Mom with expenses. You really have to help you little brother here since he's only 12 and has no escape. If your Dad got custody, there had to be a good reason, but if Your Mom is in a better position now, you are now tax credits for your Dad...you move out and he can't claim to as Dependents. How's that for striking back!

Simple, you go to the police. That same thing happened to me and my best friend was at the same point you are now, she told her mom and her mom told her to call the cops. Now I am find and hes was put away... but it was my real father not my stepdad. I'm sure you don't want to get them involved with the police but if you really care for your friend and her family you would do it. Something really bad could happen like you said... I've seen many of these and a lot of them turned out to be the children who were being abused was killed. As a good friend you would go to the police or at least try to caught him. Your friend and her family will thank you in the end. I thank my friend everyday for getting me out of that **** hole.

Don't worry about proof of anything. You have reasonable grounds to believe she is being abused and the same for her little brothers. Report what you believe to the police, school counselor, a minister that you know and trust, or a priest and do it quickly. Bless you for your concerns. All the folks in that family are being abused. AND the worst part of the abuse is that they learn to accept it. ACT!!

What makes you think that he is a monster? Has your friend told you that he is? If you have any kind of proof that he is abusing ANYONE in her home, then it needs to be reported to the authorities........IMMEDIATELY!
Your friend needs to speak to an adult that she trusts. Is she telling you, AND your parents things of horror???

you cant do anything other than be a base for your friend. if her mom wont leave him, they have to stay put. get your mum to talk some sense into her mum and see what happens.

or, you could be wrong....you dont know yet.

Either you or your parents should report what you think to the police or whatever child welfare organization is in your area.
