Ryan Leaf, Heath Shuler, Rick Mirer, Andre Ware, David Klingler, Browning Nagle, Todd Blackledge, Chuck Long, Steve Walsh, Jim Drunkenmiller should be the candidates.

I'll take Ryan Leaf. The league and media were pretty evenly split over who was the better pick, Leaf or Peyton Manning. Thank God, the Colts picked the right one.

Some very good answers, but I would have to say Leaf was the biggest bust because more people thought he would be a better pro QB than some of the other guys listed here.
Most people knew that Klingler and Ware were products of the system.
I would have to say Couch is #2 and Mierer #3.

I am sure in the history of the league there are a bunch of good answers but in the last 20 years or so my list would read something like this:

1) Ryan Leaf

2) Andre Ware

3) David Carr

5) David Klingler

1. Ryan Leaf (for all the reasons already named)

2. David Carr (24-56 as a starter says everything, at least Couch made it to the playoffs once)

3. Tim Couch (one of the softest and injury prone)

4. Cade McNown (so bad that it seems nobody remembers him here)

5. Tony Eason (taken before Marino, showed flashes at the beggining, then he just couldn't stay healthy)

Rick Mirer won rookie of the year and played ten seasons not that big of a bust on the other hand Leaf was compared to arguably the best qb ever in Peyton Manning that is why he is the biggest bust ever.
