Here's what you need to do.
1st, don't waste your time with AVG, spybot, ad aware, CA, spyhunter, superantispyware, avast, panda, kaspersky, windows defender or anything of the sort. Stay away from anything that is FREE when it comes to spyware and antivirus. There is a reason why they free. They are NOT good.
2nd, You need some of the best software out there. Norton Systemworks is very good. That's the only good software from Norton. I wouldn't recommend Norton Internet security, its not that great. Now the best software you should get is Spysweeper with Anti-virus, this software is too good and gets better everyday. This is elite software. It blocks over 174,500 threats. No other software can compete with that or come close for that matter. It catches everything. I've used them all and it is 2nd to none.
3rd, after you install and update the software, since its in your system you will have to turn off system restore and then go into safe mode and run the scan and eliminate the virus. then after removal, reboot and turn system restore back on.
4th, (Optional) I recommend a Firewall from Zone Alarm, their free version is so good. Or you can buy their Pro version, but the free version will do more than the job.
5th, any probs during or after you do all this, send me an e-mail.

Reformatting is a last resort. Exhaust all your other options first.

Anti-virus programs are typically good at catching viruses *before* they are installed and preventing them from doing damage. If the virus is tenacious, it's entirely possible it will attempt to disable your antivirus programs.

Do you know which virus you have? If you do a google search, there are usually lots of resources available for removing a specific virus. Here are a few.

www.symantec.com/avcenter/tools.list.html
us.mcafee.com/virusInfo/default.asp?id=vrt
www.kaspersky.com/removaltools

A few other ones to try are spybot search & destroy and Lavasoft's Ad-aware.

I'd also recommend you do an online virus scan where the scanner is not dependent on your pc's virus programs, and therefore cannot be subverted or disabled by your virus.

There are also sites where you can post your running processes from the task manager and experts will help you figure out what you need to remove.

As far as anti-virus programs go, I'd recommend Kaspersky. They were recommended by PC World for 2006. You should check the rankings every year, AVG was #1 a few years ago and now is #6 or 7. It's all about how each team keeps up with the trends in new viruses.

Windows XP - Boot from the XP Install CD. Follow the prompts af if your going to do a fresh install. After the drives list (where you select your current drive C:). Do NOT choose to format. Instead choose R to repair you existing installation. This is called an "In place install", and will reinstall and repair just the Windows components. Don't confuse this with the Repair Using Recovery Console which displays a couple of screens earlier. This method is pretty awesome and it's a shame MS didn't bundle it as a true install option with Vista/7. Vista and Win7, Boot from the Install disc. Choose to Repair and follow the on screens. If you're unlucky enough to have XP/Vista/7 OEM Image discs rather than Retail/OEM Windows Install discs then you'll need to reinstall. (as image discs usually overwrite your installation and possibly your data). If you could get to a Safe Mode desktop, a System Restore may be tried if it's turned on. In several cases however, viruses can actually infect your restoration data making this too impossible. If you can get to Safe Mode in XP, but don't want to do a System Restore through fear of losing application data, download (from another PCand stick it on a USB) Viceroy's Registry Restore Wizard. It ONLY restores the registry itself rather than the system files. If your computer does not go to your desktop, does it at least load to your Desktop background? If so it suggests the virus replaced the Shell location in the registry and although your AV may have removed the virus, it will not undo the changes to Winlogon in the registry.o With this, do a CTRL+ALT+DEL to try and get Task Manager running. If that works do File >> New Task (Run) >> enter EXPLORER.EXE >> OK. You may get your taskbar up and run a system restore from there. *********** Sorry, this is all but redundant - I've just re-read your question and you do say the machine reboots even in safe mode. If you were feeling particularly dodgy you could look for and download Windows XP miniPE.XT or alternative PE ISO on another PC and burn it to disc. You could at least use that to get to a workable GUI and try the Registry Restore Wizard from there. And even if that doesn't work, at least you have access to backup your data before you reinstall Windows.

If this is true, only way to remove it I know of , is open pc , find the motherboard battery, remove it for a short time. replace. ..this will set all dos back to factory. Good luck my friend. Took me 3 weeks !

Nothing works better than using a powerful virus detector to find out exactly what kind of malware you have and then use google to find instructions to manually remove each one of them.

I believe the most complete detection tool is the new Panda TotalScan. It can be tried for free at the site for their new INFECTED OR NOT campaign: www.Infected Or Not.com or at http://www.nanoscan.com

There, they let you try their new tools (Panda Nano Scan and Panda Total Scan) for free as part of the awareness campaign. Nobody has more virus definitions than them. Just go there and try the tools, you will check your computer for all kinds of malware.

Not a virus. A bug. A worm.
Due to a recent/lack in windows updates the system requires, there system wants to check for system or chkdsk resources. Therefore wondering if it will ever be able to install them (even if it says it is doing it), try re-formatting your hard-drive or take it into a pc shop.
OR.
Try editing power button settings, for example: You have installed hard-ware that wants to edit Q/I settings or software.
Q/I = On/Off settings.
OR.
WinUpdate wants to update but restart later button and updates are unavailable.

Reboot in safemode with networking and run the scan or if you don't have the anti-virus active in safemode go to www.trendmicro.com and run a scan. Also to reboot in safemode go to Start->Run->msconfig go to tab BOOT.INI select safemode and select network-> click OK and restart. Try to remove it and remember that when you're done go back to msconfig and on the General tab select Normalmode and click OK and restart. Good luck

Just as soon as you power--up your pc, start pressing on the key F8 until you are in the safe mode. Then reboot in the safe mode. After you are in the safe mode run your antivirus software and the virus should be found and destroyed.

Then reboot your normal way.

maybe, try reinstalling windows to make sure.
Then recommend you to use the firefox browser. It can prevent trash web, trojan viruses etc. It's safer than IE browser. The newest edition of firefox can be downloaded from http://www.mollzia.com
