What does "shift engineer" mean? Can it refer to any kind of engineer, like a construction engineer?

In building there are many shifts. 6-3pm ; 9-6pm and there are some that work late night under lights 3-midnight or 9 to 6am.

each of the shift would have an engineer present and he would be called shift engineer.
