this is for a friend of mine, he was too scared to ask up here himself. but he says that they're like little goosebumps/acne..idk anyone know what it is?

Most of the times it's just hair follicles (where hair can grow, but it shouldn't into the shaft (more than one inch into) unless you're circumcised tightly and the skin pulls it towards the head). The other thing possible are sebaceous glands; those produce natural oils on it to keep it from drying up. To put it simple, if he's had these for as long as you/he can remember; they're normal. Especially if he's a virgin.

Circumcised ? Small and pus filled ...see a doctor.
Not circumcised? sebacious swellings, hair follicle inflammation etc. It'll go away.
Clean with soap and water regularly. . Do not masturbate or wear heavy underwear and do not panic.

The Rock of Fantastic Four fame had a penis like that too , I'm sure.

Could be warts which must be removed or they will spread and are highly contagious. A better answer is that he should consult with his doctor for medical advice. People on this site are not qualified OR trained to do so. Good luck.
