To supply what is needed for some activity or purpose: accouter, equip, fit, fit out (or up), furnish, gear, outfit, rig, turn out. See give/take/reciprocity.

Elected is when people vote you in office or some other profession. Appointed mean elected people put their friends in positions that aren't elected.

Someone who is elected basically is voted into the office they hold. Someone who is appointed is named to the office by one person.
