The brain and spinal chord is one of the first things that start developing. It starts an the neural plate in the first weeks of life. At birth, the brain is not yet fully developed and continues to grow for years. However, in terms of neuro-muscular control, this typically occurs 1-2 years after birth. Development of Schwann cells is most responsible for this. Myelination of motor and sensory neurons allow better control and this is why it typically takes 1-2 years before an infant can walk. Also, you will see abnormal plantar reflexes (Babinski sign) until these neurons are completely myelinated, then the Babinski sign disappears.
