It is good to see that an Indian citizen (you) has done some serious thinking on some of our core national problems and raised it in this forum. Let us hope that the honourable personages who control the destiny of Indians, take notice of this and take appropriate remedial action.
India is a naturally dusty country and mud roads are not the only reason for the dust which flies and settles everywhere. In cities too where there are metalled roads, dust exists. Dust comes from the vast open plains which have scanty grass or vegetation cover. To cut the dust we have to stop cattle grazing and any other activity that destroys our vegetation cover, to the extent practicable. All consumables must compulsorily come in dust proof packets. Converting mud tracks into metalled roads would undoubtedly improve road connectivity and strengthen infrastructure leading to all round development. In order to stop defaecation in the open, affordable modern sanition has to be taken into the rural interiors of India. Incidentally, many of these places lack potable drinking water, proper roads and electricity. These are by no means modern amenities but basic demands for life. Sad indeed, that the real India literally lives in the dark ages while our leaders and scientists plan moon missions. India's excess wealth should rightfully be spent on the upliftment of the poor and backward. Although such provisions are regularly made in government budgets, the funds are siphoned off by corrupt politicians and businessmen. In the end, I wonder if we are not trying to seek redress from the same people who are responsible for the problems that you have mentioned.
Large scale participation in voting comes from consciousness and also the enthusiasm to change things for the better. Seeing that nothing improves for the ones who need them most, the people must be so resigned to their fates that they have lost all interest to vote.

There are very technical probems in non voting. In Delhi, MCD elections, I got slips with wrong location of school and I went to wrong school. I was direct. I had to go to relatives. I had short time. I was unable to vote. Voting should be 8 to 8 etc,

Non voting citizens give up their rights when they choose not to visit the ballot box. Non participation should never give you more of a voice than participation.
