Both, it depends on the situation. For instance, to a mother with kids, or a person trying to get some sleep it;s golden. But for a new couple on a first date or a stage show where the lines are forgotten it's deafening!

If you need to speak up to defend someone, but don't, then it can be detrimentally deafening....otherwise I'd say silence is golden if the situation calls for it
