Snakes are active when they can be. Having to regulate your own body temperature means more than just staying somewhere warm.... when it's 100 degrees in the shade, you aren't going to be too likely to find any snakes cruising around, they've found somewhere cool, and then at night when it cools off some, they'll move around... it start getting chilly and the exact opposite happens.... you see them out in the open during the day because they've got to get some sun.
Some snakes are more likely to be nocturnal or diurnal depending on diet... a snake that eats toads is going to be most active a night... at least if it's hungry... ratsnakes and such, though, probably find it easier to find occupied rat or mouse nests during the day, so are hunting then. But again, this will probably vary some depending on weather as well.
So to answer in three words? Yes and no.

Some snakes are nocturnal. What determines an animals ability to see at poor light conditions is something referred to as the "nocturnal eye". Almost all snakes are nocturnal and king snakes are among them. Sorry Galliano, but round pupils does not mean a snake is diurnal. During certain parts of the year, king snakes may be active during the morning and evening, but in the heat of summer in hot climates like here in Texas, they are strictly nocturnal. I have worked with a biologist and have studied plenty of snakes in the wild, including king snakes, during the day and at night.

they are nocturnal but they will most definitely not be noisy at night(i suggest them as beginner pets but corn snakes are better because king snakes can be pretty aggressive at times)

Snakes predominately move about during the day. Because snakes are cold blooded creatures they require either direct sunlight or a high ambient temperature to function. What you will find is that snakes that operate a lot at night live mainly around the tropics where the temperature is very high even at night.

Depends on the species of concern. Each environment contains different niches and habitats. Therefore, a different species will have a different behavior. Most snake howerever are predominately crepuscular meaning they prefer dawn and dusk times to come out.

Are you talking about snakes in the wild or domesticated snakes? My pet snake (a columbian red-tailed boa) was up pretty much all night and was more still during the day, but I'm not really sure about any other snakes.

no, nocturnal means animals that thrive in the night, snakes come out all day long including the night. nocturnal animals usually only come out at night!
