Please remember that you are in another country, and you need to be aware of practices in that country. I am really not certain that any wrong occurred. They may have their own standards as to what they use, and it may be tied into what categories are used in their data processing systems.
As for me, I will use any appellation for race that people prefer at the time. It is a mark of respect. I have no desire to cause discomfort. If you prefer black, negro, noir, or coloured, an effort should be made to accommodate you.

Doubt if you can sue, you should always correct someone when they put down the wrong info. Guessing you are other than 'black' perhaps Indian from India, many Indians live in Africa and most likely being brown can be mistaken for Negro. Here in Hawai'i many dark natives had problems when venturing to America's Southern States - - - one pair of brothers that I am aware of were placed in the 'Negro' class at school and their father stormed down to the school and made it clear they were Hawai'i'ans and thus not to be mistreate- - - this was during the 1950's.
Anyhow - - - it is up to you to point out mistakes on official documents.

Are you black African? If so, then Negro is an appropriate description for you in the English-speaking world. It is not considered a racist term. However, if you take issue with the term why not speak with the policeman who filed the report of instead of suing? Explain your point of view and try to see his. That way you can avoid a unnecessary (and expensive) lawsuit.
You'd do well to ignore postings by Neanderthals like claudioneroimperator. People like him are losers, who only use the anonymity of internet forums to cathartise their utter sense of emasculation in today's world. Please feel sorry for him/her/it.

You say you are African, and I imagine you are black. That's what "Negro" means, from the Latin for "black". So "Negro" is an accurate description - I don't see the difficulty.
