Normallt the developer will provide all of the infrastructure. This would include the water, sewer, electric, streets, and anything else required by the locality. It has to be complete for the city to take over.

the developer usually puts in the streets and sewer and then gives that to the city. In some area where the city supplies water the developer will also install water lines,, under the close inspection of the city. Gas and electric is usually put in by the companies that supply that service. Same with cable and phone.

When you buy a new home pre-construction all those costs had been figured in before ever setting pricing guidelines on the property. The consumer is ultimately paying the costs for the utility services to be set up.
