have replaced evaporator, tried new compressor, & condensor, replaced drier.

The expansion valve is clogged or has gone bad. Evacuate the system, and replace the expansion vale. Then recharge the system with the correct amount of freon.

This is assuming that your cooling fan is working. If the fan is not coming on, you could have the same situation, but that should have been the first thing you checked!

Condenser fan not working will cause all pressures to be too high, not just high side. There is a restriction in the system. Either the orifice tube or expansion valve is the place to start, depending on your system. Another trick is to feel the lines. The line from compressor to condenser should be hot, the line from condenser to orifice tube or expansion valve should be a bit less hot. If you feel a line getting cold in the middle it is restricted.
