It is not unusual for countries to spy on their allies. The reason is not that they suspect any plot against them, nor any desire to harm the ally. They simply want some of the information which the ally wants to keep secret. Since it is an ally, they are not likely to make the info public or give it to the ally's enemies; they will just use it for their own purposes.
Israel is surrounded by enemies and has to work hard to survive. It wouldn't be surprising if they spied on the US. But they wouldn't be the only ones. Other allies do it too.
