where do i get ruby plate and national pokedex in leaf green? explain the full proccess?

pls tell me where to find the rubyplate in 1 island. and where do i get national pokedex.

To get the national dex you need to do three things:
+Complete the events on islands 1-3
+Capture at least 60 Pokemon
+Defeat the Elite 4 (first time)

Once you get the national dex and the acess to island 4-7. Head to island one and go directly north where the twp rockets were, defeat them, go inside the cave and grab the ruby plate.
