Hover is when you hold the mouse over something without clicking on it.

Like when you point to a button or an image, but you don't click on it. Sometimes when you do this "hover" the button changes color or displays a help message...

Technically, there is no "hover" in any computer language that I know of.

There is a "style" called "hover" in Cascading Style Sheets (CSS) which is used in conjunction with HTML for formatting. Basically, you move the cursor over a link and leave the cursor there, the link should display the "hover" style.

Hover is the phenomenon of moving your mouse cursor over some web element. Using CSS, effects can be added to hover. For example, when you move your mouse over "Answer this question" button, the color changes from blue to green.
