The non-communist western countries won the cold war.
So did the countries who were forced to be communist against their own will.
We must remember that the Cold War was fought 99.999% on the ideological plane before the court of world opinion.
We must also remember that we won the Cold War much sooner than our most optimistic dreams or expectations.
The Cold War was won so quickly that we didn't have a plan in place to take full advantage of the victory.
We should have had a plan at the ready to spend billions to secure all of the nuclear materials that the Soviets themselves could not afford to secure.
This has been our most serious blunder because international terrorists have been attempting to purchase quantities of this unsecured nuclear material.
It is my fear that they have succeeded.

If it is over then we did, it if is still going on as I think, then it right now is neck and neck, we are losing more power daily, Russia has vast resources and can win a protracted economic war with us, it is that we are the ones that are bankrupt, we will lose this extended cold war.
Soon both Russia and China will be allies and they will dominate the worlds resources, The EU will do everything in their power to secure theirs as well. This leaves the US as the loser, by this time we will be just another 3rd rate has been, many scoff but give it a couple of years. We are pre 1929 and we dont know it. It will not be pretty as other countires are not as benevolent as we are, imagine losing a war and spending the next 50 years trying to rebuild, while being oppressed.

We did. We escalated the arms race and told the world that Russia did it. We knew that if we kept the arms race going long enough Russia's economy could not support it and it would go bankrupt. And it did. Russian people were standing in long lines waiting for bread and wondered why Russia was spending so much money on arms and occupying countries while they were starving. Hence democracy.
Whether this was an ingenious plot orchestrated by a Western think tank or happened by chance is the question. How this will all eventually play out remains to be seen.

No one...because there was no war just a race for amassing weapons and being prepared if any war started. It was primarily between America and Russia. But other countries were also forced to take sides, except india which came up with the policy of non-alignment. you could say that America succeded from the disintegration of the Soviet Union but not exactly...

The United States is considered the winner of the Cold War, because of the economic collapse of the Soviet Union. This caused it's ally Cuba to suffer also. However, Cuba was able to hold on and while not as powerful as before, they were able to stabilize their infrastructure.

None in fact because the cold war is only frozen and it could melt and start a new wave any time! There are signs of all seeds being sown in that direction!
