r the course of the winter, then moved leaving it behind, i drained out the old gas, shook out as much water from the carb as i could , put it back together but it still won't start, it's not getting any fuel from the tank to the carb, what can possibly be wrong with it

If the carburetor has a bowl it's possible it has water in it or the carburetor jets are stopped up. On some machines, the nut that secures the bowl to the carburetor has small holes in it. They act as the jets and if they become stopped up the engine won't get gas... Remove the nut and any water that is in the bowl will drain and check the holes to see that they are open. If like you said the gas isn't getting into the carburetor it could be a stuck float or needle valve. While you have the bowl off you can check to see if they are free...Good Luck...

Well, I think you started the answer yourself "not getting any fuel from the tank".
If the unit uses oil-gas mix, there is probably congealed oil in the line - so it has to be opened and cleaned by probing or air pressure or both.
Considering the way it was treated, the jets in the carb may be corroded or clogged otherwise. In fact, it is possible that small bugs got into openings and died.

It's called gunge. Take apart every thing you can and soak it in fresh gas or coleman fluid. Blow everything out with compressed air. Then it's still a 50-50 chance of it running.

I'll tell you what my father always told me: YOU CAN'T MAKE CHICKEN SOUP OUT OF CHICKEN CRAP!!
If the thing sat out all winter, it's going to have a multitude of problems. I'm sure that it was'nt anything special when it was new, probably a real cheapie.
Just junk the thing & save yourself the aggrivation!!!
