I know that in some places there are cameras on the traffic lights that catch people crossing red lights, but how do you know if those cameras are there or will catch you?

Once while riding a bus in Los Angeles I saw an accident happen at a big intersection (Sepulveda and Wilshire for those of you familiar with LA) at night time and at the same time I saw a big flash, which I'm guessing was a camera taking a quick picture. Somebody apparently had crossed the red light and gotten smashed by another car.

No. If there is a temporary warp or rift in spacetime at the intersection, there is always a probability of a car from the past or the future appearing and smashing into yours. I would recommend against it.

Weeelllll, it's OK if you look both ways carefully before crossing the road, and there's no one there.

But if you live in Japan, forget about it! There's ALWAYS someone around!
