12-3 is when the sun is at its peak, so it is best to tan during those hours. I'd say 70-90 degree weather is best for tanning. I like to feel the sun, so my head knows that I'm actually getting a tan. Use baby oil mixed with a little bit of sunscreen first. Then after about two hours use more sunscreen. If you are at the beach, use more sunscreen 'cuz your more likely to get burned.

The middle of the day is best, but wear sunscreen so you don't burn.
