I didn't get the national dex (pokemon LeafGreen)?

Question

I already have 70+ Pokemon and I already beaten the Elite 4 (TWICE) , but i still didn't get a national dex? what will i do? HELP!

You need to complete the events on island 1-3 (resuce Celio's daughter) as well.
