Look, if you really care about this friend then you would care about what will make her happy. As long as this boy isn't going to hurt her, I think you should be happy for her. Plus, it's not like they are getting married or anything.
You're probably a girl who likes to keep a good image of yourself, which probably isn't a bad thing. That's very good in fact. And I completely understand that friends are a major part of an image. But, remember this is only school here. Ten years from now you probably won't even remember what went on back then.

Sounds like you're a snob; too bad you're so hung up on looks that you can't see what makes a person interesting is what's INside, not the outer wrappings. Remember, beauty fades and your outside will catch up with your rotten inside someday

ask her what she likes about him and be a good listening friend but do not give any advice unless asked . She might see something that you do not.

Tell her he's a great guy, try and hook him up. Thats what friends are for, even if your friend is "plain" at least he's not a rapist.

Well why does it matter? As long as he isn't rude to her or would hurt her, what is the problem of her liking him. If he would make her happy, i say go for him.
