i have a 99 mercury cougar and i made my own ghetto air intake. it wouldn't even pass as a short ram intake because of how short it is but i wanted to know if buying a cold-air intake would be worth the money and how much hp it would add?

If it's a TRUE cold air intake system then yeah it can be worth it in the long run. But these kits that most people buy are nothing but a tube with an air filter on the end that's just feeding the car hot engine compartment air. The air filter has to be routed outside the engine compartment or be sealed off from the engine compartment and getting nice fresh outside air. If you can'd afford one of those systems then just use the stock setup with a K&N filter. And 5-8 hp is a good estimate.

A cold air intake is usually a good idea for people who want a bit more power on a budget.
The whole system replaces your inlet tube, airbox and intake tube, and smooths out the air flow.
It also usually keeps the intake air away from the hot, under hood air that reduces performance, and keeps the intake charge cooler.
Generally, you can expect about 7 or 8 hp from a cold air intake.
Again, it's good for people who a bit more power who are also on a budget.

Mad Jack basically summed it all but I have one thing to add.. @superminicars: A Mustang CAI is not designed like your average import CAI where the air filter is located down by the bumper. The air filter sits just inside the fender and is shielded by the splash guards in the wheel wells. Unless you drive a Mustang into a river, it's unlikely that you will be able to get any decent amount of water near the air filter.

I'm gonna really make it simple, Cold air would be great, but if your in town travel is 30-40%, forget it.. With your mod already, I'd expect 1-2 HP Minimum..

Once you break it down and do the math with how much money you'll save in gas mileage improvement over time, it's worth it.
