Whats the matter with either of those sights?
They both work and have plenty of roms to choose from.
Try Rom world, Romnation, or Rom Hustler: oh wait none have what your looking for.
You can sign up for a sight at Globalroms.com but I don't pay 4 them.
Oh how about using LIMEWIRE, Bit Torrent, or eMule

There is not a magic sight that's out there with the rom you want other than the two places you don't want them from.

I dont understand yor question of the rom being decrypted. Are you saying you dont want it to be zipped? ALL ROMs are zip files and keept zipped. The rom is placed in your mame/roms folder and what ever version mame you use extracts the information from the zipped rom to use.
