i want to make my desktop computer somewhat portable by giving it a hookup to send video/audio to a TV via red,yellow,white plugs because the monitor weighs more than the rest of the hardware combined, allowing me to move the computer to another house with minimal effort.

can i convert the VGA output on my computer to the red,yellow,white plugs that fit most TV's?

don't just say "get a laptop" i am an a small budget, a cord is no big deal, but a whole computer is.

i must be able to use it on OLD TV's without an S video input. i do not have a dedicated video card.

Yes if your computer has TV output from its video card. For the sound you will need a cable that has a mini stereo jack at one end and 2 RCA jacks at the other end to connect to the TV.

If you have a S-video output on the computer and the TV one has one in and the resolution on the TV is decent then you can hook the two together and use the TV as the monitor then all you would need is a sound cord one with the red and white going into the head set type plug. I do this with my TV is simple and pretty cheap then you can just move the PC back and forth. Good Luck!
