It originally refers to K-Mart and in store specials that were announced only in the store and would only last for 10 min or so. Now it referrs to anything that has a low price that makes you take a look because it is really low.

Its at Kmart when they have something going on sale for the moment and they call over the intercom blue light special in aisle 4! Baby clothes just two dollars each!
Its very cheap and I dont think they last very long.
They used to have a blue light where the sale was, hence the name blue light special.

My aunt told me this...
