That really depends on who you ask.
Disney officially opened EPCOT, in 1982. However Disney purists state that Walt Disney's vision of EPCOT has yet to ever be realized and therefore is not in existence.
Walt dreamed of EPCOT being an active community where people lived, no one was allowed to own land so therefore you could really have no property taxes, therefore no poiliticans. The community would operate on new and different technolgies. It also was fairly socialist in nature.
The closest any area in that part of Florida had come to Disney's vision is the community of Celebration. Though not operated by Disney it was constructed by Disney.
