I'm not sure but my guesses are such:
Of course in the cases where certain banks are without walk ups, maybe it is that the blind individual would use the drive through - to walk up ?,which in turn would definitely mean less steps to the teller inside the bank.

Let's not forget waiting in line inside the bank.!Which some could think to be possibly worse than a grocery store line if you can believe that.! No magazines(And for some that is a personal crisis)
Or possibly because the person who is driving is not blind enough NOT to drive (as in the known cases of being partially blind in one eye) but BLIND enough to need to use the braille to read.

Hmm what do you think?

I think they all do now; someone probably brought a blind person with them to an ATM at a point in history. Or else the Civil Liberties Union decided sight-impaired persons were being discriminated against . . .

The companies that make the buttons don't know where the machines will be installed....walk up or drive up...so they manufacture the buttons all the same just in case.
