It depends on the year. Some years it's at Univ Studios. In others, it's a I of A. Lately they incorporate parts of both parks which is pretty cool.
HHN is one of the best "hard ticket" events there is. The theming is incredible and the houses are very very professional. It's been so popular that it's gotten to a point where they have it more than 15 days now.
Even a few years ago Fridays and Saturdays used to sell out. Now, more and more days do.
In addition to the houses, there's themed areas and scary creatures that'll roam the area. Many shows take on a haunted tilt and Bill and Ted's Excellent Adventure is one of the more popular ones.

I don't know what Island of adventure is but Universal does a great Halloween theme at Universal Studios.

I have never been to it, but my friend has.(i live near by)
He said that things jump out at you, his sister got chased by a guy with a chainsaw, don't know the rest.
