we had them and now the post office says they are unfit to have mail delivered to so for the past week all our mail for 4 apartment buildings have been returned to sender. All 4 buildings have different owners.

Generally speaking, no the landlord does not have to provide a mailbox. However, the landlord must allow the tenant to keep a mailbox on the property. The tenant is the one responsible for making proper arrangements for mail delivery. You can always get a PO Box!
If you want to withhold rent you MUST give at least one month's notice!!!!! Otherwise, you may NOT withhold in ANY state.

I would purchase a new mailbox that is to the standards of USPS, and then send a copy to the landlord along with your rent minus the cost of the mailbox. If the landlord balks, then I would inform them of what was informed to you from the postal service.

I believe they have to provide you with a place to receive mail unless specified in the lease. Obviously they had places, but aren't adequate. If the landlord won't do it, then do it yourself and then just take the amount out of your rent.

I'm a landlord and it's not illegal. You can provide your own box or get a post office box, whatever suits your fancy.
