Personally I live in the UK and find the best ISP to be Virgin Media.
They offer good high speed ADSL & Cable services with great customer support.
They also do not shape/throttle traffic in any way.

Questions like this is pointless, as no one knows which country you are in, what town etc.
You simply going to get answers from users all over the world.

here in massachusetts i have verizon dsl for a year now and have never had a day with down internet
