actually you call than as the DBA only that is DataBase Administrator, whose work is to maintain the database integrity and security as well as to provide restriction to the user and responseble for any theft and threat in the database and the major work is to create backup and restore

There are three main positions revolving around Databases.
1- Database Developers: They are responsible for creating and maintaining Database objects such as Table, Stored Procedures, Triggers, Constraints, Indexes, etc... Database Developers are also responsible for performance optimization (query analysis).
2- Database Administrators: Responsible for backing up and restoring Databases and respective objects. Also responsible for configuring security and Data Replication.
3- Business Intelligence Analysts: use OLAP to get statistical data of a corporate over several years and use the data to project the data to get a business-wide view.

Database Engineer creates database write sql query to retrieve desired data from the database and maintain database. in other words a Database Engineer is one who converts data into information.

If you heard that from your friend and wondering what the hell this is and asking questions here ,then trust me you need not worry , its just his way of boasting about his work.All he might be doing is writing SQL queries by copying and pasting from internet and creating a database in a DMBS.If its his job title or something then I would advise you to check his company site and offers . there they will have a Role and resposibities section for the Position.You will get what it is.
Databases and DBA's come into picture where the amount of data volume is huge and the Entire focus is data centric.
Else they can have a ball game while the developers manage it.(off course if the Application developers are good)..

Depends on the company who has defined that designation :
It could be someone involved in engineering databases (like oracle ms-sql server, mysql, postgres etc.)
or could be a fancy title for a database developer. someone who writes procedures/functions/ sql queries etc.
