After birth, bone marrow. In the developing fetus, phagocytes are formed first in the yolk sac, then the liver, then the spleen. Before birth, lymphoid cells (B & T cells, not phagocytes) are also formed in lymph nodes/thymus.

Phagocytes (monocytes -> macrophages and polymorphonuclear (PMN) Neutrophils) are primarily produced in the bone marrow.
