The official choice is made by the party's national convention. In the past, conventions often selected VP candidates competitively. But in recent decades, both Republican and Democratic candidates for President have chosen the VP and the convention just goes along with whoever they choose.

In virtually all cases the pres nominee picks his running mate. Every once in a while the candidate leaves the choice to the convention. I don't remember the last time that happened.
