RPM. Revolutions per minute. All other things being equal one that spins faster can access new data from the disk faster.

There are several measurements:

1) RPM - revolutions per minute of the disk platters
2) Latency - time it takes to move the read/write head to the location requested
3) Transfer speed - speed in MB per second that data is transfer to/from the drive

The platters in your HDD constantly spin, but it isn't determined by bytes or hertz. The constant spinning of the HDD is determined in RPMs. Revolutions Per Minute is known as the speed for HDD. Bytes are used as storage. So, a 500 Gigabyte drive would be the storage. As for hertz, this is known as a measurement mostly in Processors.

RPMs is associated, but the correct answer is "throughput" - how quickly can the data/programs be accepted and interpreted by the processor.

Next answerer is correct - but latency can be impacted by disk fragmentation - so that (fragmentation) is a factor too. Not all disk defraggers deliver the same results.....

its measured in rpm (rotations per minute) and is somehwat. but not completely relevant.
