No, I am referring to people born of native Americans who do not make the effort to speak or write their native language in an educated manner.

I'm sorry but the Native American Language was banned from use many years ago and was almost lost.Thanks to a few elders the language is still alive today and no longer against the law.
Or are you referring to natural born citizens and not Native American citizens? If this is the case you proved your point well.Yes it drives me wild when I see certain things like grammatical errors.

It depends on the location or geographical area your talking about.

Some people in different geographical areas have slangs and "words" that are incomprehenisble to others in the rest of the United States, (speaking it, and there maybe other things written that make no sense to the "average American").

People in Louisiana and New York may not be able to communicate via the spoken word, but, maybe over the Internet they can, as long as they dont use the local diatribe or slang that neither can comprehend....

Gumbo is not known in a lot of the USA, and the terminology of the Ghetto is definetely not known, unless they watch MTV!

don't you mean fluent? maybe you mean conversant?
EDITS: well, i am native american, and do speak 2 native languages. not as fluent as i'd like to. most of our elder ppl were severely punished for speaking our languages...it's not a laziness or lack of effort, many of the native languages are gone because the elders are gone. many tribes have language classes now, to attempt to keep native languages alive. don't understand what you mean by a politcal standpoint. as for an educated manner, if you don't speak an indiginous language, how do you know if it's "educated" or not??

I completely agree with you! When I was in college, I was asked by some international students who were non-native English speakers to critique papers they had written. When they expressed insecurity about their ability to write well in English, I had to actually reassure them that they really wrote better than a lot of English-speaking Americans!

I'm assuming you are trying to refer to what is generally referred to as "Generation 1.5" in the linguistics world. These are children who were born in the US, but whose parents are speakers of other languages. These children often end up with a limited vocabulary that is a mix of L1 and L2. Much of this is due to the television babysitter.

However, the poorer a native born child is it usually correct to say that they have an extraordinarily less vocabulary exposure than weatlhier children. We are talking 10 of thousands of words. So these children do have limited language capabilities in comparison to their peers.

I know a family from a foreign country and they purposely didn't teach their kids their native language because they wanted them to assimilate and be American.
