Is the average water temperature in southern California warmer in the summer or winter? O cean water I mean?

It is substantially warmer in the summer. Last winter it got to about 20 degrees Fahrenheit colder in the winter than it did in the summer (56--76)

It is warmer in summer, but not by much. The Humboldt Current brings down cold water from Alaska year round.

In the summer I drink cold water. Otherwise, room temperature.

I was in San Diego in the winter and I can say that the water was extremely cold. I feel sorry for the Navy Seals that train there.
