1st - lessons
when you got it ALL down
2nd - headshots
hope they're good
3rd - I would say get into the Union (SAG)
then maybe...
4th - get an agent
hope the agent is good and not a scammer, don't pay any money up front, if you're referred to someone to do headshots, don't go to where you were told to go by a shady agent, most likely, they're working together or anything else they may refer you to. It's a shady business with alot of people out there that talk alot but can't do anything.
why I say get into the Union first, most good agents, even small time, will not take someone on that's not in the Union unless you get a lucky break. Don't get me wrong, they're definately out there, just keep an open mind, but not too open and don't do anything to degrade yourself to get anywhere, it's not worth it.

I assume you mean only female. I have really only one favorite, Sandra Bullock and a whole list of actors behind her, but Brenda Blethyn is such an interesting actress to watch and she's played such crazy characters I can't help but love her. Kathy Bates would be a next choice after her - and for pretty much the same reason. Just get out there. Get an acting coach and take some acting classes and actt in as much as you can. You'll network and meet people along the way and if it's meant to be it will happen.
To get an agent to help you get roles you'll need to build a resume and portfolio. So never miss an opportunity to showcase your talent even if it's a school play or a local dinner theater.
Disney World and other theme parks have some acting internships as well so you may want to research that as well.

You simply cannot study the craft of acting enough. Looks are not going to do it for you. Anyone can look the way the casting director wants them to look; but the emoting ,,, knowing and saying your lines so everyone believes you ... that is acting and that takes perfecting with study.

When you are 25 years old move to Hollywood and audition for sitcoms and hollywood films.
Casting directors will not contact you.
