You can do this by plugging in numbers...
If the jacket was originally $10 and the store added 40%, the new price would be $14. If they then deducted 20% from this new, higher price they would deduct $2.80 and the new price would be $11.20 - 12% higher than the original price.
This works for any numbers you plug in.
The 'trick' to the question is that the answer is not 20% (adding 40% and then substracting 20) because you are not deducting 20% from the original price but from the new, higher price.
