Start with the biggest number of coins of the highest denimination, and work downward.

2 quarters will obviously add up to 50 cents. If we only had 1 quarter, then need a combination that adds up to 25 cents in dimes and nickels. We can't have more than 2 dimes, so 2 dimes and one nickel is one way. If we only have 1 dime then we'd need 3 nickels. Finally, if there are no dimes, we need 5 nickels.

If we had only nickels and dimes, the most amount of dimes we could have is 5 dimes. If we have 4 dimes, then we have 2 nickels. Keep continuing like this, and we cover all the possibilities.

To sum it up:
2 quarters
1 quarter, 2 dimes, 1 nickel
1 quarter, 1 dimes, 3 nickels
1 quarter, 5 nickels
5 dimes
4 dimes, 2 nickels
3 dimes, 4 nickels
2 dimes, 6 nickels
1 dime, 8 nickels
10 nickels
