its extremly dirty (have pets?) its full of hair you can clean it or buy a new one.

ball mouse? for sure its hair or broken, clean it or buy a new one.

laser mouse? most likley hair or fuzz is between the optical receptor and the mousepad just pull out the hair or clean it, no need to ever buy a new laser mouse unless the buttons stop functioning from overuse.

That's a pretty poor description of what kind of mouse you have and exactly what's happening, so I'll guess that it's a ball type mouse.
In that case, the ball needs to be removed and the rollers inside the mouse cleaned and all hair & dust gotten out of it. Debris in the rollers keeps them from moving correctly.

If it's an optical mouse or whatever, then add some useful information so people can make better judgements. We can't see your mouse from here.

Do you have a optical mouse of a wheel mouse? if you have an old wheel moues, you probaably need cleaning of the roller ball and the turning wheels inside.

If optical, then check your surface, is it totally black? black surfaces create a perfect base for the laser, how is the mouse's bottom side, do you think the laser beam could "leak" making the reading of the laser strange? maybeneed a new, more expensive mouse! GOod luck though!

The rollers inside the mouse are dirty, open the compartment and remove the ball then use something to scape of the crap from the rollers.

if you have the ball type then remove it and clean it completely and make sure it is dry. Then put it back together and make sure you mouse pad isn't dirty or falling apart. That should take care of your problem

Is it plugged in, do you have a ball mouse or optical? It may be dusty on the inside around the balls axix.
