I am not of Arabian decent but I have used liners to create that "almond shape" & "smokey-kohl" look. If you use a liner pencil make sure you have a matching powder eyeshadow (same if you use liquid). Lean your hand on your cheekbone and make short strokes until you have lined your eye into an almond shape (kind of like conect the dots); then apply shadow w/a q-tip so it has a smudge effect. Yes you can go high end (Estee Lauder for example)and buy specialty cosmetics but ANY powder shadow on top of any liner works just as good. Practice with different colors depending on your coloring (greys, browns, blues) it is amazing the results you get. It's a quick fix on the runway! Good luck

With eyeliner you may want to try emphasizing the liner more. For example, as you put it on, drag the eyeliner out a little past your eye as it will create a "cat like" look you are looking for. No matter what the shape of your eye letting the eyeliner extend past the crease of the eye and curve a bit should give you a "cat like" eye effect.
If you want the smoky look underneath you should use a dark eyeshadow like a charcoal color (there are colors from the L'oreal Hip line which may work for you as well as some dark shades from Iman) and brush it underneath your bottom lashes.
Basically you just need to play up your own features and find out what will work for you! If you want more tips for women of color check out palacinka.com.

I use kohl paste (kajal) to do it. Go to a place called Al Hannah Islamic Store, www.alhannah.com, and buy a kohl stick. Works like a charm.

I've got some links for you . It can be done
http://www.globalgoddessbeauty.com/store/eyes/boho_kit.htm
this kit helps and the company founder who is indian gives tips on the side . You could duplicate her instructions with a different brand but the easiest fix is this liquid liner (for me)
