I don't think you have to be a pro to be considered knowing how to play the guitar. I have been playing since September now, but I really suck at it. I know how to play, read music, and what different notes are on the strings. I'd say knowing how to play is if you can read the music, and get somewhat close to what it's supposed to sound like.

knowing how to play and knowing how to PLAY are 2 different things. ex take metallica for example, if you can play something as easy as the beginning of "nothing else matters" you can play the guitar. if you can play "master of puppets" you can PLAY.

Knowing a basic group of chords.
Having a handful of popular tunes to play to yourself and others.
Learning to "improvise" over basic chords.

1) Know the basic chords
