turn on windows screen comes up goes to improper shut down restart screen blinks a blue screen can't read then shuts down and trys to restart.?

Your best bet is to use a CD or DVD rom that has "BOOT' capabilities. Your Toshiba should have come with one, I think you can use your "WINDOWS" software disk which came with your computer. If you don't have any of this, go to Comp USA or other, and buy a HD utility, or Norton utilities and your computer SHOULD look to the CD (DVD) drive First during boot up. You may have a chance to get into DOS, by holding the "Alt" key (or other) during the boot process, but you then need to know how to write DOS commands to try to get back into windows. Sorry, Laptops can be troublesome.

in my experience when any computer does that then the hard drive is shot. try a different hard drive.
