USUALLY WHEN SOMEONE IS LITERALLY THROWING THEIR MONEY AT SOMEONE (PROBABLY A STRIPPER), OR IS SHOWING HOW MUCH MONEY THEY HAVE SUCH AS BUYING EXPENSIVE CHAMPANGE AT A CLUB FOR SOMETHING LIKE THAT. IT COMES FROM HAVING SO MUCH MONEY THAT IT SEEMS LIKE IT'S RAINING.

Rain may possibly mean the definition of what the plant life on earth needs to grow. It would suggest a long-overdue love need or chance to move on in life with a new love, or even a business moment where a person would have more much-needed money.

In Fat Joe's absolutely awful piece of c**p, makin' it rain seems to be about controlling women with money and de-glorifying them as a pimp. Sick.

To throw cash on strippers at a strip club most commonly.

Sometimes a person in basketball who makes many three-pointers in a row.

I believe though that you are referring to the song "Make it Rain" by Fat Joe.
