I'm from the USA and my favorite foreign movie has been and probally always will be 'Mad Max' with Mel Gibson. Most people think this is a Hollywood movie but we didn't even get this movie in America until stores started renting videos and then they dubbed a 'more American' voice over Mel Gibson's 'authentic Austrailian' voice. This video, along with Road Warrior brought Mel to America and we've never let him go! LOL! The new dvd release of Mad Max has Mel's original voice added back in.... :-)

1990 La Femme Nikita starring Anne Parillaud is the best foreign film and much stronger than its American remake 1993's Point Of No Return starring Bridget Fonda, granddaughter of Henry Fonda.
However Bridget Fonda was much easier on the eyes than Anne Parilllaud.

It's a toss up between De Sica's "The Bicycle Thief" (Italy 1948) and Godard's "Breathless" (France 1960)
Both are classics that individually spawned new revolutionary styles of directing and each still hold up today. Many filmmakers reference the first time they see them as changing their view of cinema. The two have such a varied style however that they each deserve mention.

Nueve Reinas-Argentina...circa 2000
So freaking cool, absolutely ridiculous, with a twisting plot and phenomenal ending.
I also loved Brother-Russia.
