Shouldn't be hard for me to remember to do it this fall, my birthday is on Columbus day.

you could force them, but it wouldn't be worth it. Tulips don't do well in the strong heat and you'd likely damage the bulbs.

Place them in an open mesh bag - onion sack or old pantyhose is great for this purpose - and then put them into a cool, dark place that will stay dry. I keep mind in the back corner of the garage. The reason you don't want to put them in paper or plastic bags is because they tend to ripen and rot that way for some reason.

I used to live up in Detroit and I would plant my bulbs around mid October, just as the leaves started to come off completely.

Tulips,and most other Spring flowering bulbs, should be planted in the Fall - they need a period of cold in order to flower.

Plan on spending some time planting Spring bulbs right around Columbus Day in October.

Yes.

You shouldn't plant them until this Fall (October thru November).

Most modern hybrid tulips need a winter dormancy spell in order to bloom.

There are some summer blooming bulbs you may possibly be able to still plant such as gladiolus, freesias and some others.

Yes. They take several months to root & set up. Plant them in October- and you'll have beautiful tulips next Spring. (If you have bulbs that haven't been planted yet- you can store them in a bag in your Refrigerator, & then plant them out in the Fall).
