The section of your brain that deals with controlling spoken activities, such as talking on a mobile phone, also controls walking. The average brain sometimes has a little difficulty in doing both things at the one time, so attempts to stop you doing one of the activities - usually the walking. This is why people sometimes cannot multitask. Females of a species tend to have greater mutitasking abilities than males, so are better at walking and talking at the same time!

It isn't just for good reception. It's likely they have gotten a juicy
call from a friend giving all the details of what happened last
night, who with, what & how they did it that would make any
good listener stand still to picture themself there.

You need to stand still whilst using your mobile phone as it is quite impossible to talk at the highest of decibels when on the move, you know.

Cause they can only do two things at a time
talk and gesticulate with their hands (or use their minds)
If they walk - they forget where they were going

Some people haven't quite mastered that whole "two things at once" thing. Like, for instance, breathing and thinking.
