In the wild they eat live food. So I would suggest you feed them some live or frozen food to start and then add some freeze dried food or some goldfish flake food.

Shiners are just a variety of minnow and will eat just about anything. They'll take frozen bloodworms from the start (these are a natural food where they live), but will also do well on flake foods. Most pellets are too big for them to handle.
